You must consider the NRC's Branch Technical Position on Concentration 
Averaging and Encapsulation, esecially if the media from any single filter 
would be above Class A limits.  If you wish to average out the hot filters to 
make the drum Class A, there are restrictions in this document.   
 
Each filter would have to be classified individually.  To average the 
activities over the total volume, the concentrations in the individual filters 
must be within a factor of 1.5 of the average for the "primary gamma 
emitters".  It's complex, so read the document.  You always have the option of 
basing the classification on the hottest single filter.

     We are looking at shredding filters.  My question is in regards to the 
     regs.  I can place up to aproximantly 50 miscellaneous waste 
     (paper/fiber medium only) filters in a 55 gallon (7.5ft^3) drum.
     Do I classify the filters prior to shredding them with there steel 
     housing or classify the filter media as one big filter after they are 
     placed in the drum?
     
     Any comments on what the regs will allow us to do or not do, would be 
     appriceated.
