Nuclear Shipyard Worker Study Question

Does anyone know why the 1991 DOE study on Nuclear Shipyard Workers (NSWS)
was not published in the literature?

For those of you who aren't familiar with the NSWS, this study of 700,000
nuclear shipyard workers reported a relative risk of 0.76 (95% C.I. 0.73,
0.79) for workers with more than 5 rem of occupational exposure.

Did it fall through the cracks, was it soft-pedalled, deep-sixed, what?
