Absolutely right Bob!  I recall pulling out my hair trying to 
determine what "navigable waters" meant in 40 CFR (A clue- it doesn't 
mean "navigable" and it doesn't mean "water").  In an air pollution 
reg I encountered the term 1,000,000 MBTU.  (Another clue, it doesn't 
mean a trillion or 1E12 BTU).  There's thousands of such examples in 
the system.
