NUREG 1400 and the Hazard Index

There are 2 versions of NUREG-1400, "Air Sampling in the 
Workplace," floating around:  the "Draft Report for Comment" 
(Oct. 1991) and the "Final Report" (Sept. 1993).  There is much 
less emphasis on the "Hazard Index" in the final report than in 
the draft.  Those considering using the Hazard Index are advised 
to remember that it is merely a rule of thumb, and that, when 
available, operational experience backed up by air monitoring 
data should always be used instead of rules of thumb.  

There are also other significant differences between the reports; 
those having only the draft are advised to get the final report.
