In response to those who are concerned about 1 year ( or 3
months) being inadequate to head a program, consider this. 
The NRC role is to establish absolute minimums that under
all circumstance should be adhered to.  I agree that
experience is important.  But the amount of experience
needed should be the employers decision.  The rule just
says that under no circumstances should the employer be
permitted to accept less.
