Charleen is absolutely right.

It is important to share the diversity of opinion and input with 
the policy makers.

As one deeply involved in the public policy formation arena I 
urge you all to share your  views with not only the agencies, but 
also with your members of congress.  Next time you send an opinion on a
pending agency action, simply send a cc to the appropriate address.

No, it is not a waste of effort.  It is very important to the process.
