Although the IATA is not strictly a regulatory body, it must be treated as 
one, since: 
1) many carriers require compliance with IATA regulations 
2) DOT accepts full compliance with ICAO Technical Instructions, including 
U.S. DOT "exceptions", as compliance with DOT regulations, and the IATA 
regulations include all of the requirements of the ICAO Technical 
Instructions.

     No.  The "International" in IATA refers to the organization, not the
     applicability of the guidelines.  In fact, when shipping
     internationally, the IATA guide gives special requirements that are
     applied by the country of destination, in some cases.

     The IATA is a trade organization, like the Better Business Bureau, not
     a regulatory body.  The guides were worked out by the carriers as
     uniform good business practice, then "codified" by ICAO, which _is_ an
     international regulatory body, after they were already in practice.

     FedEx offers a short training course on the IATA guide, which I found
     useful.  Other companies may also offer a similar course.

Israel, question:

Wouldn't IATA Dangerous Goods only apply if you were going out of
the US?
