Although HPPOS-241 says IN PART that it is permissible to carry "limited 
quantities" or "instruments and articles" in hand baggage, it also notes that 
the requirements of 49CFR173.421 and 422 still apply.  These include packaging 
in a "strong tight package," dose rate and contamination limits, and 
documentation.  This is all discussed in the part of HPPOS-241 that wasn't 
quoted.

     A recent post stated that it is a violation of DOT regs to carry 
     small, exempt "check type" sources in personal cars or passenger 
     airplanes. An NRC HP Position Statement (HPPOS-241 which can be 
     accessed at ftp://ftp.fedworld.gov/pub/nrc-hpos/hppos241.txt) states 
     in part: "...DOT regulations allow the practice of carrying small 
     check or calibration sources or other small quantities of radioactive 
     materials onto passenger carrying aircraft." Also: "Limited quantities 
     of radioactive materials or exempted instruments or articles may be 
     transported in carry-on or checked baggage on a passenger aircraft."
