 From IATA Dangerous Goods Regulations, 37th Edition (1996):

 "2.3.0.1 Dangerous goods must not be carried by passengers or crew:
    - as or in checked baggage;
    - as or in carry-on baggage; or
    - on their person"

 Radioactive materials, even those that are excepted from specification
 packaging, labelling, and shipping paper requirements, are still dangerous
 goods, UNLESS the specific activity is LESS THAN 70 Bq/g (0.002 uCi/g).
