Although the IATA regulations do not include "reportable quantity" thresholds, 
the United States maintains a "variation" which requires this - see variation 
USG-04, pages 27-28 of the 1996 edition of the IATA regulations.  These apply 
to all IATA shipments to or from the US, as well as shipments on US flag 
carriers.  The United States maintains several significant variations, 
especially one restricting the shipment of radioactive material on passenger 
aircraft.  If the shipment is cargo aircraft only, it must have the additional 
label specified in 49CFR172.448, and this must be noted on the Shipper's 
Declaration.

A question for Bill or anyone else who cares to answer.  Does IATA 
(group) have limits for RQ values?  I know DOT does.

I have seen some shipments of I-131 or I-125 over 10 mCi that do not 
have RQ listed on the side.
