HPS Position Statement

Maybe Ken Mossman, Marvin Goldman or Dick Vetter (authors of the
position statement), would like to comment on the following . 

If the HPS rejects risk estimates to individuals below 5 rem in one year,
then it would seem logical, from a purely scientific point of view,  that the
HPS would also reject the very calculation of an effective dose
equivalent for individuals receiving under 5 rem per year.  After all, the
calculation of the effective dose equivalent involves the use of weighting
factors derived from risks seen at much higher doses.
