update to ICRP 23

The Dec 95 NRPB Bulletin reports that the ICRP WILL NOT do a full revision
of ICRP 23.  ICRP 70 on the skeleton is out.  In '96 they will do a
report on basic anatomical and physiological data.  A third report on
gastrointestinal data is planned.
