EPA-400-R-92-001 and NUREG-0696 publications ?

Dear Radsafers,

I would appreciate if you could give me the availability
of the EPA publication of "EPA-400-R-92-001: Manual of
Protective Action Guides and Protective Actions for
Nuclear Incidents".  The EPA server was a little bit slow
for me from Hungary to search through, therefore I was 
not able to locate the above mentioned document on the
WWW site of EPA.

P.S.  I am also looking for the information of "NUREG-0696: Functional 
Criteria for Emergency Response Facilities" availability, whether it
can be reached on an anonymous ftp site, or a WWW server?
