Generally, any agreement state with nuclear reactors will have an
environmental monitoring program. In addition, all reactors are required to
monitor the environment, and Cs-137 data will be available. One thing you
will find is that regional/local data should be used if you plan to campare
data. Also, all of the DOE sites have environmental monitoring programs.
All of the above publish reports with some regularity (usually annually).
I have quite a bit of background reference data with soil Cs-137
concentrations. If you can't find what you're after, give me a call.
