We monitor over 3,000 individuals at each of our two nuclear sites on
an annual basis. I would say that ~50% receive "no measurable"
exposure at the end of the year. We currently do a monthly TLD read
for all individuals. I would also estimate that ~75% receive
<100 mrem/year. No individual has exceeded 2.5 rem/year (which is our
site administrative limit).
I suggest that you contact Jerre Forbes, from ANI (American Nuclear
Insurers). They are the organization that handles most nuclear related
lawsuits. Jerre has spoken at many industry meetings and has the data
that demonstrates that most lawsuits filed are ~200 to 300 lifetime
dose. It's not the high dose individuals suing. It's the low level
exposures. I will get their number if you need and they can provide
you with the appropriate information.

I'm curious. What kind of exposures are you accustomed to seeing on a
regular basis? In the type of research conducted at UW (using millicurie
amounts of P-32 or I-125) it is very rare if anyone's badge registers above
10 mrem in a month. In the last ten years the most anyone has gotten in a
year was 300 mrem. (We're talking about background levels here.) Under those
circumstances I find it hard to believe anyone would even attempt a lawsuit,
let alone have even a remote chance of being successful.
If Sandy or anyone out there can site specific lawsuits which were the
result of low-level exposures I will give the information to our risk
manager.
