The formal NRC requirement for an emergency plan is found in 10 CFR 30.32(i). (This particular reg. is kind of hard to find if you do not know where to look.)

Hello all!
I am researching emergency responses in the event of an
accidental release of radioactivity from a utility. I have not
been able to find out if NRC licensees are required to have an
emergency response plan. I have searched through 10 CFR Part 20,
29 CRF part 1910, and 40 CRF part 190 but have not found this
information.
If someone can point me in the right direction with references, I
would greatly appreciate it.
