Darryl, The aforementioned references to 10 CFR part 30 are not really intended for a "utility" per your original question. Emergency Plan requirements for commercial power reactors are contained in 10 CFR 50.4, 50.34, 50.47, 50.54, 10 CFR 50 Appendix E, and as mentioned previously 40 CFR (part 302, take a look at part 303 also).
