In casual conversation on this issue my perception
is that NRC interprets 'employment' in the broadest
possible sense, i.e., where any benefit is derived
from the activity, not just money.  Hence a visiting
researcher is occupationally exposed.
Presumably ....
  a volunteer derives satisfaction
  a student gains experience and knowledge
etc.

The key issue is then not 'employment' since it is
so broadly interepreted, but is 'assigned duties involve
exposure'.  And the interpretation of 'involve' is another
whole, and long, discussion.

A little risk adds spice to life.
