DOT Specification 6M is alive and well in 49 CFR 178.354.  It's the 17 series 
specifications, eg. 17E and 17H, that are obsolete.  The specification that 
counts, DOT specification 7A (49 CFR 178.350) is a performance oriented 
specification.  This is one of the "authorized type A packages" specified in 
49 CFR 173.415.  The manufacturing specifications, such as 6M, are used as a 
benchmark to certify that the packaging you are using is equivalent to the 
packaging that was tested.

Note, however, that some of these designations are obsolete - DoT is 
moving to the UN designations for Performance Oriented Packaging.  In 
particular, the specs for some steel drums, 6M I think, heven't been in 
the CFR for many years.  I drove myself crazy a while back trying to find 
such a spec until a person at DoT informed me that the spec had probably 
last appeared in the 1990 version of 49 CFR.  Be aware of this if you have 
a very recent CFR.
