With regard to the issue of records, and
peculiarities in what can or cannot be
recorded, I cannot get overly concerned
because the NRC prescription for records
by its very nature creates something that
is adequate to demonstrate regulatory
compliance but certainly cannot serve and
other purpose.  In particular, those who think
that these records provide any basis for
estimating risks are forgets all the
elements of the regulatorily required dosimetry
process that causes these recorded numbers to
be gross overestimates of biologically relevent
exposures.  The requirement that the assigned
TEDE be the exposure at the maximally exposed
point on the body is just the first element of
this process.  I suspect that it is the rare
recorded exposure that is even within a factor 
of two of the actual 'technical' Equivalent Dose
[OPINION].

So, I do not overly concern myself with inadequacies
of this record process as long as the fundamental
objective of demonstrating compliance is maintained.
