One way to view the symbol "H" is to think of it as representing 
"hypothetical" dose.  Absorbed dose is a physical quantity, but after 
the quality factor modification, the resulting quantity is certainly 
hypothetical (ie, based on a hypothesis; conjectural; uncertain).  I 
do not claim that the originators had this in mind, but I prefer it to 
the  symbolism of "harm" suggested by others who have contributed to 
this thread.
