Having an MS for 10 years is a long time to me since I'm just now 
working on one.  It's a long haul but what the heck.  One of the 
assignments that we had in a regulatory class was to reteive a document 
on the web regarding the history of the NRC.  You can find this at 
http://www.nrc.gov  This may give you the history you are looking for.
