The current 10CFR20 has the 1mSv limit, BUT
with the important proviso that this is actual 
dose to a real person.  Hence appropriate
occupancy factors can be used.  It would seem
that this is the critical element to get 
incorporated in the reg.

With most of the world following ICRP there
would not appear to be much hope for a rational
public dose limit (i.e., one where the limit,
which simply represents the maximum of a dose
distribution, is a 'reasonable' fraction of the
maximum of the public dose distribution from
natural sources.  Given that a significant fraction
of the public is exposed at levels > 1 rem (10 mSv),
1 mSv certainly seems like a reasonable numbers
for the distribution limit for man-controlled
sources.
