Fixed contamination

Will you please tell me how you deal with fixed contamination. I recently
found a hood ledge to be contaminated during my monthly survey with a survey
meter. The contamination was fixed and believed to be C-14. We put a fresh
coat of paint on the ledge but it didn't help. We then argued about what to
do next; physically remove the contamination by sanding, remove the fresh
paint and acid wash the bare metal areas of the ledge, add shielding to the
ledge, or replace the ledge. We currently have a piece of aluminum foil
covering the hood ledge which brings the reading down to background. Since
we had so many different, strong opinions, I was wondering what others might
do. If you want more details, you can e-mail me directly. Also, if you
don't think others will find this helpful, please e-mail your reply to me.
Thank you.
