It's not really a question of what the EPA wants by way of authority to set
radiation protection standards, technically, they are the lead federal 
agency
(and the US of A is a federation) for this business. They replaced the
Federal Radiation Council, which had been established in 1959, and set the
first set of standards in 1960, in 1970, by order of the President. At 
least,
this is my recollection.
