As I understand it, the electric chair was invented for the purpose you suggest, to make
people fear electricity, or more speciofically, alternating current electricity.  Thomas Edison
had a major investment in power stations providing direct current so, to protect his investment
from the more-efficient AC, he invented the "hot seat."  The "chair" worked but the propaganda
campaign failed, presumably because the anti-technology movement was not particularly
strong at that moment.
