In response to Lynn Dobbs question,

Refractory materials for ceramic production containing thorium and uranium can have radiation
fields of 50 microRem at surface of bag.  All that I have encountered contained less than
0.05% of source material (U and Th) by weight and were thus exempt from the regulations for
source material under 10CFR40.  The material you ask about is probably of a similar nature.
