Agree totally.  Technical modeling to avoid bioassay requriements is the way
to go.  Demonstrating levels of activity handled, activities conducted, air
flows, contamination surveys, etc. have allowed us to avoid bioassays.  If
there is no potential problem, is there a need for positive demonstration of
the correct technical analysis.  This is what risk assessment is all about.
 Assume the worst, model, multiply by 10 or 100 and if under any applicable
limit leave it alone.  If over any applicable limit, revisit assumptions and
narrow the risk assessment... Our license requires bioassay as a standby for
accidents... inhalation, ingestion, injection... and then relies on urine and
feces depending on the isotopes involved.
