I don't accept this explanation!  When I was in the (pre-nuclear) Navy, 
capacitors were rated, when appropriate, as uuF, not pF.  Why?  Just 
because people would accept double u as 10E-12, but weren't accustomed 
to the term pico; it was not that common then.
