HPS 13.10 S-35 & C-14 values

The selection of the MTLs are discussed in Appendix C of HPS N13.30. The
original testing ranges were set at multiples of 3 and 30 times the acceptable
minimum detectable activities (AMDAs) of the early drafts of the standard. The
AMDAs, which are no longer a part of the standard, were for the most part set
at the "Limits of Detection" given in ICRP 10. Because the ICRP 10 values for
S-35 and C-14 differed by a factor of 100, the MTLs differ by a factor of 100.
Although HPS N13.30 was recently published in its final form, much of the text
was written over 15 years ago. Future revisions will incorporate more recent
references.
