Ken Shultis and Dick Faw of Kansas State University have several
publications on SKYSHINE in the last 6 years in Nuclear Science and

Also they review the concept in their new textbook "Radiation Shielding",

They have also been involved in the development of several codes.

A code known as SKYSHINE-III developed by Radiation Research Associates is
available from RSIC at ORNL (or whatever the current name is). However,
there are a couple of corrections that have been reported and are being
corrected. I have recently done a lot of work with that code for NAC
International on the modeling of skyshine from spent fuel dry storage
container arrays and would be willing to discuss the code (proprietary
changes excluded) or the concept in general if you contact me at my email
below.
