Re: NRC Licensing of Am-241
Now you have me confused, Wes. What makes a "....person exempt from
licensing...."? I am not aware of any regulation which makes a person
"exempt" from licensing if that person has/wants to have licensable
quantities of radioactive material (in Agreement States) or by-product
material (in non-Agreement States). But.......I'm willing to learn. I
haven't had to deal with this in a long, long time. I suppose if a person
is "exempt," it's because he has nothing more than exempt quantities in
his/her possession.

Kent, you are dead wrong here. It is perfectly clear that a licensee may
transfer a portion of his/her licensed material to a person exempt from
licensing. (And do it many times over, as long as it is not commercial
distribution.)
See 10 CFR 30.41 and then read 10 CFR 30.18.
