I don't know how long the AEC/NRC has been using license conditions, but they became very
important in the "licensing crunch" years of the early 1980s.  The imposition of licensing
conditions was an alternative to the "bring me another rock" approach to reviewing licensing
applications for reactors.  License conditions saved resources for applicants and for the NRC
staff, as well as a great deal of time.  Of course, license conditions are not cast in stone;
where appropriate, changes or deletions can be worked out.
