Since you quote part 71, I assume you are moving
Type B quantities.  The you are stuck with the
Part 71 requirement.

But if your site is not classed as 'public roads'
perhaps you can argue that 49CFR does not apply.
But then it depends on the conditions in your license.

You have probably been down these roads already,
but I mention them just in case.
