The ORIGINAL DOE ALARA manual, DOE/EV/1830-T5, published in 1980, indicates
that the first postulation of ALARA, which then was known as ALAP, was by
the NCRP Report 17 in 1954.  The ICRP followed in 1959.  The basis really
was likely genetics driven, although subsequent ABCC reports were used in
justification.  I believe the justification was well expressed in the 1962
UNSCEAR report.
