I think a proper evaluation of  the ethics of the Pu injections must be made
with consideration for the ethical standards of the time.  Ethical
standards are not immutable, but rather are a reflection of the values of
the culture.  I'm not a cultural anthropologist, but some examples come to
mind:

1. Child labor at the turn of the century.

2. Treatment of women throughout history, including current practices in
Islam.
