Futher, regardless (or irrespective) of the
sealed source attribution NRC puts (or has
the license put) material into license categories
(sealed, any form, irradiator, etc) for which
specific controls are applied.

We were cited for putting two 1 gram samples of
spent fuel that were stainless steel encapsulated
into a sealed source category.  It was asserted that
a specific spent fuel line item was needed.  So to
the extent that your question encompasses spent fuel
be cautious.  Your question may not be relevant.
