I looked in the preamble to 10CFR835 as published in 56FR64334 and
58FR65458 and find no reason given for such a requirement in the DOE
world.  I don't know of such a requirement in the NRC world, nor have I
seen any rationalle for such a requirement.  Perhaps some radsafer knows
why such a requirement appears in 10CFR and what the reason for it is.

I don't see why not.
