Who's "we"? HPS, ANS, Eagle Alliance, etc., work with <a few $10,000s (and
anything done takes low-productivity $$); Greenpeace works with >$100s
Millions (and massive free/low-paid support through local political-activist
"volunteers" who will crusade for anything that gets public attention; with a
message that the media will then also publicize uncritically for free). And
Greenpeace is only one of them! 

Today there is more "industry" making $$ on the controversy and political
actions for extreme, technically unjustified, requirements, than are seeking
to control costs in their self-interest, and certainly not on behalf of the
public/taxpayer. (Now, who is going to try to explain that "when the gov't is
working against the public, and uses rules to leverage financial interests, no 
one is left to defend them from being "overcharged" by them that make the
rules"?)
