Re: Regulations
Roy's information regarding the regulatory process in the UK is
appreciated. It points out some good "lessons learned"
1. Uniformity and consistency. This provides one basis for regulatory
intervention. The variance is the individual inspector of course.
However, Roy mentioned there are also avenues to pursue this when a
significant difference of opinion exists as to whether a regulation
has been breached or not.
2. SHORT regulations. This is a definite need in the U.S. They should
be specific but not extensive. Detailed Reg. Guides would be
appreciated. The Reg Guides should be viewed as just that,
RECOMMENDATIONS and not regulation.
3. Well trained inspectors. A key to making any regulation work, and,
to obtain the acceptance of those being regulated.
