Under NRC regulations, the unsolicited annual report must be sent to
everyone for whom monitoring was REQUIRED BY 10CFR20. That means that, for
those persons who were monitored even though it wasn't required, now called
confirmatory monitoring (versus compliance monitoring), the unsolicited
report is NOT required.

However, if you provided confirmatory monitoring and have records, and the
worker makes a valid request for his/her dose info, 10CFR19 requires you to
provide the requested data.
