weigh-in on NRRPT regulatory language

     IMO:
     
     Adding the term, "encouraged" to regulatory language is too broad.  
     However, I think there's another way.  Language could be added not 
     directly in the regulations but in the Standard Review Plans 
     indicating a level of confidence/stature accorded to NRRPT 
     registration, e.g., "NRRPT registrants will be considered to have met 
     the [qualifications / requirement] for . . ."
