I want to thank Ed Turpin for providing the reference to the EDE 
calculation. I will obtain a copy. Also, thanks to Wesley Dunn for 
correcting my "obvious" error regarding the NRC regulatory oversight 
and that of the state's oversight of x-ray programs. The comments 
were appreciated.
