 I have also written to the General Consul and was referred back to 
Region 1 NRC who would not make written comment. It too was in regards to
generally licensed sources and I was told that the regulation were
clear and explicit. It got to be vicious circle so I dropped my
 my questions and proceeded as I felt best  to protect my employer and
license. 

This is why I  still recommend keeping exempt sources on inventory if
they are being used for licensed activities.  It is insurance against someone
finding a source in the local landfill with your company's name on it
and the bad press that goes with it.
