Most LSC sources are covered under a General License (GL).  As such, 
the user is granted a GL pursuant to a specific regulation.  I'd 
suggest you go look at the GL regulations in Oregon.  10 CFR 31 
contains the applicable NRC regulations.

Generally, there is no regulatory requirement for the manufacturer to 
remove or take back the source (after all, you are the licensee, not 
them).  Many probably would do it for free or a nominal costs as a 
sound business practice.  The GL may also restrict you from 
transferring the source to anyone other than a 
manufacturer/distributor.
