The most likely purpose is to use the neutron source to measure moisture
(potentially) trapped under the surface of the roof.  If so, it is
essentially a neutron soil moisture gauge, slightly reconfigured for the
specific purpose of measuring roof moisture.  Locating these spots on flat
roofs allows repair and prolongs roof life.
