The NRC has jurisdiction over import/export of radioactive material.  
While they generally say "nope, no problem", they have recently 
(about a year ago) set up requirements regarding import/export of 
radwaste.  Basically, the US party needs an NRC license to 
import/export radwaste.  They generally attempt to get input from the 
Agreement State (at least on import), if that is how the applicant is 
normally regulated.
