Actually it's a shielded locomotive.

The hanger houses the SMC program that makes DU armor for the M1-A1 Tank.

Both were still there when I was last there in 1995.  The website Steve Rima
refers to is for Experimental Breeder Reactor 1 also in Idaho where the test
engines are on display still sitting on their double wide railcars (hence the
locomotive).
