Peter is correct.  

Note, however, that the sanitary sewer exemption only applies to 
licensees.  A patient released under 10 CFR 35 (or equivalent) is not 
a licensee.  Texas has promulgated a policy to clarify that waste 
from a released patient (such as a contaminated diaper) is not 
regulated as radioactive material.
