Since this unit depends on scattered radiation the energy must be high
enough that Compton interations are a significant effect, i.e., so that
the photoelectric 'wasted' interactions do not dominate the dose.  This
certainly would make it  'penetrating'.  Is this supposition true?

Also note that the Z dependence of compton scattering enhances detecting
materials with a higher Z than tissue.
